USA and European Countries Work in a No-fly Zone Draft

This Monday several diplomatic sources of the United Nations, informed that countries such as France, United States, and the United Kingdom are working in a draft that emphasizes on a no-fly zone over Libya. If the resolution is approved it will focus on violations of human rights.
The document would be approved after the votes of 15 members of the Security Council. A Security Council diplomat informed that the ideas will be submitted to the council soon. At the moment any kind of military intervention in Libya could produce dangerous consequences from Russia and China since they rarely approve such measures.
