Executive proposes changing appraisals to the property expropriation

President Rafael Correa sent a reform to the Law on the National System of Public Contracting, in which he proposes to amend the conditions under which the government acquires real property through expropriations to fund  public works.

The Executive proposed that for the fixing of prices those established in they area “in effect at the time of the announcement of the project, carried out by the respective public authority,” should be considered.

He also suggests than for fixing the final appraisal, to the established by the Appraisal Management of the Municipality, all rue works performed by the owner shall be added, whereafter the surplus value will be deducted from public works and other  to the  action of the owner.

Richard Calderón (AP), President of the Autonomous Government Commission, and Henry Cucalón (PSC-MG), a member of the same table, agreed that the proposal is intended only for the case of expropriation.
