Media should promote debates on revocation of mandate

The regulations state that in cases of revocation of the mandate, the public and private media must promote meetings of the parts in a mandatory manner.

The plenary session of the National Electoral Council approved the regulations to implement obligatory debates between the parties, during processes of revocation of the mandate.

The regulation contemplates that both public and private media, promote spaces to generate debates in their schedules. The text indicates that these programs must observe constitutional principles of equity and equality, in which the proponent and the authorities to whom the revocation of the mandate is requested will participate.

The provisions will apply to the media in the constituencies where the electoral process will take place. The regulations indicate that the media will be able to do the programs individually or associated and they will have to inform the National Electoral Council of the format, whether it is radio or television and the modality.

Also indicate who will be the moderator who will lead the debate, which also has to fulfill the prerequisites indicated in the regulation and whose profile will also pass through the approval of the National Electoral Council.

The meetings of the parts will be of one hour with a maximum of four interruptions for commercials with a total of 15 minutes. Counselor Luz Haro pointed out that the purpose of the regulation is “to facilitate a mechanism that allows for the carrying out of debate processes with balance between the parties and for the media to provide equal spaces”.

The vice president of the electoral body, Ana Marcela Paredes, stressed that the Code of Democracy includes the holding of round tables, but it was necessary to specify the realization of these in the processes of revocation of the mandate.

“To avoid misrepresentations, the regulation specifies the points to be dealt with so that the citizens have the complete elements to understand the parties and can decide,” she said.
