All online procedures will include payment system

In order for all procedures to be completely digital, the new Law for Optimization and Efficiency of Administrative Procedures provides that each process has a payment system to prevent citizens from approaching the institution to complete the process.
That is one of the benefits provided by the new law approved unanimously in the National Assembly on Tuesday, August 14. For the proposing Assemblyman of the norm and president of the Commission of Economic Regime, Pabel Muñoz, this law “puts the citizen in the center of the concern of the State; This is not to obstruct the life of the citizen with unnecessary procedures.”
Compulsory, public entities can no longer request information available in the Public Data Registry, such as the identity card to manage an order. In addition, a procedure cannot be applied without the prior knowledge of citizens and all the corresponding information must be published on the web page of each entity.
Considering that not all citizens are familiar with technology, institutions are obliged to display the hours of service, the identity of the officials who will assist in the management of procedures and the mechanisms to know the status of them.
Once the law is published in the Official Registry, the new processes will only be created by law, decree or ordinance. In order to reduce the red tape in the country, for each new procedure, at least one will have to be deleted.
There is a peremptory deadline for the decentralized autonomous governments to resolve pending applications on real estate projects, as well as the simplification of procedures for the liquidation of companies.
The Ministry of Telecommunications will be the agency in charge of the application of the new law. The proposal was widely accepted among the assembly members. María Mercedes Cuesta, from the Fuerza Ecuador party, emphasized that this law will improve the business climate in the country. “A modern economy cannot work with a cumbersome regulation.” (I)
