The presidential candidate of the Alianza Acción Democrática Nacional (ADN) detailed his prison ship plan. These are barges with a capacity for between 300 and 400 inmates, rented for USD 8 million a year.

Barge prisons have the capacity to navigate in the Ecuadorian territorial sea, 80 nautical miles from the coast (about 128 kilometers), with between 300 and 400 inmates. That is the proposal of presidential candidate Daniel Noboa to segment the highly dangerous prison population.
The presidential candidate of the Alianza Acción Democrática Nacional (ADN) detailed before the international press the prison ship plan that he will apply to win the second round of elections, on October 15.
The rental cost per barge is around USD 8 million per year and the idea would be to lease them through a signed contract for 8 or 10 years, he said.
“At this moment Ecuador does not have the money (to buy this type of ship). We have to wait to generate other income to buy a barge,” said Noboa.
When questioned by the press, he indicated that they are safe and armored boats. “I don’t think they are susceptible to pirate attacks, they will have the same assistance from the Armed Forces, which will protect them,” he added.
Noboa and his security plan
The proposal is part of Noboa’s security plan -a surprise in the first presidential round on Sunday- which includes the segmentation of the prison population by levels of danger.
Noboa said that in security he is open to reviewing plans such as those of the candidate Jan Topic (Alliance for a country without fear), who has expressed support for the ADN candidacy in the second round.
“We have to strengthen the military presence at the borders, in the ports, work on the segmentation in prisons , and we must have technology to prevent criminal acts,” added Noboa, a 35-year-old businessman.
He also proposes the creation of a new intelligence agency, with the support of countries like Israel, the United States and Spain . “We have a pre-investment agreement with Israel, more than 800 million dollars financed over 10 years for security,” he added.
International assistance for crime in Villavicencio
Facing the second round, and in a possible nod to the militancy of the Construye movement, in a statement, Noboa assured that upon arriving in Carondelet he will urgently request specialized international assistance to find the true masterminds and material authors who have put out life by Fernando Villavicencio.
He also assured that he will create a new intelligence center to investigate possible links between judges and prosecutors with organized crime. “Ecuador will not continue to be a country of impunity,” he emphasized.
