Comptroller denounces damage to the State for $ 23 million
According to the Comptroller General, the damage to the Ecuadorian state amounts to more than $ 23 million, for the acquisition of a system called “justice 2.0” by the Judicial Council.
This system sought to support the principles of orality and transparency and was intended to digitally carry out all judicial procedures. The award was done in 2011.
This morning a hearing was held in the Contentious Administrative Court of Quito to seek the invalidation of the penalti the Comptroller imposed on the Indra Sistemas company and two former officials of the Judicial Council.
The issue goes back when the Transitional Judiciary hired Indra to install a videoconferencing software and recording equipment of hearings.
Tje Judiciary requested the Comptroller a special examination of the contract and the latter resolved to establish a penalty (the full amount) … ie 23.7 million dollars.
