The Public and State Security Council was installed, after 4:00 p.m. on January 9, 2024, after the declaration of internal armed conflict, by executive decree.
In this new decree, the Government identified 20 criminal groups, such as ” terrorist organizations and non-belligerent state actors.” And he ordered that the Armed Forces carry out military operations to neutralize them and that the Security Council can update the list of identified terrorist groups.
The Cosepe event took place at the Carondelet Palace and lasted approximately three hours. President Daniel Noboa led the extraordinary meeting, in which the heads of the three branches of government participated.
Meeting after attack on TC
The president’s call for the Cosepe meeting came minutes after a group of workers from TC Televisión and Gamavisión, in Guayaquil, were held against their will and threatened by a group of armed people.
In this regard, the Police Commander, César Zapata, said that the uniformed officers who intervened acted with “subtlety” in the sense of respecting the human rights of the collaborators of the television channel who were inside, but with firmness to arrest the criminals.
