Doubts on audits of Odebrecht contracts

Following the appearance of Attorney General Carlos Baca Mancheno to the Audit Commission of the Legislature, more than 30 reports from the National Audit Office on the contracts of the Odebrecht construction company with public institutions were questioned.
According to the agency that controls the use of public funds, between 2007 and May 31, 2017 there have been 30 special examinations in the precontractual and contractual execution processes of the works that were in charge of the Brazilian firm, accused in Brazil and the United States of paying bribes in 12 countries, among them, Ecuador – to obtain contracts.
These reports were approved during the administration of Comptroller General Carlos Pólit and administrative observations and civil responsibilities arise from them.
Audits in which indications of criminal responsibility (ICR) are detected, according to the regulations, must be delivered directly to the Public Prosecutor’s Office. How much of these ICRs came into his hands? Baca said, “The answer is zero.”
The Audit Commission has already announced it will ask for every single document on Odebrecht’s audits not only during the term of Carlos Pólit or since the ‘Citizen Revolution’ came to power, but since the Brazilian firm arrived in the country in the decade of the 1980s, and worked with several governments.
