Evaluation shows slowness in cases of corruption in Ecuador
7,248 complaints of alleged corruption were presented to the General Attorney and the Council of Citizen Participation (CPC for its Spanish acronym) Between 2007 and 2013.
These figures belong to reports submitted in March by entities to the Follow-up Mechanism for the Implementation of the Inter-American Convention against Corruption of the Organization of the American States (OAS).
The Prosecutor had received 3,170 cases of possible embezzlement, extortion and briber : 3,173 are in preliminary investigation and 206 are convicted (figures do not add up). The CPC has handled 4,078 complaints : 497 are on sponsorship. The other , filed or rejected.
The mechanism evaluates the anti-corruption system in the country and questioned the delay in the handling of complaints.
“Citizenship pressures us: they ask us what is going on in the Comptroller?, what is going on in the prosecution? and the critical points are there. Justice still does not work,” says Marcela Miranda, from the CPC. She attributes another cause: “When observers ask for information, it is not given to them. In the prosecution there is an obstacle, there is not a proper procedure and the bottleneck is made. “
