Fund for victims repair is proposed by the FARC
The FARC has proposed today in Havana the creation of a Special Fund for the Reparation of Victims to financially compensate those affected by the conflict in Colombia over the next ten years.
“Unprecedented fiscal effort should be done through the effective provision of budget resources to finance reimbursements materials at least for the next decade,” FARC negotiators said in a statement read by the guerrilla member Jorge Torres Victoria, alias “Pablo Catatumbo “.
“Catatumbo” did not specify how much the fund should provide for its creation, FARC considers as “mandatory” participation of national organizations of victims.
To constitute the proposal, the guerrillas claimed that legal limitations approved by President Juan Manuel Santos on his previous mandate, which set as fiscal spending priorities payment of the foreign debt and loan commitments must be removed.
