Herreria: “in the country a regulatory structure that guarantees impunity has been created”
The former lawmaker Enrique Herreria, director of the Observatory of Rights and Justice, when commenting on the powers of the Comptroller General, said that the country has established a regulatory structure -organic too- which guarantees impunity for those who commit irregular acts against the state.
To the perverse organizational structure that guarantees impunity we must add the expressions of the President of the Republic, which constitute a gross interference in the justice sector.
He mentioned the homage that the president made to his cousin Pedro Delgado “in which they proclaimed that he was not only of great academic hierarchy, but also an honest man, and even more if it was proven he was a corrupt man he would resign his position and he not has fulfilled his promise.”
In order to indicate a preliminary investigation the report of the Comptroller is not required, which is in force since 2010. He said that this corresponds to the National Assembly.
This resolution allows the Prosecutor to initiate previous investigations against an infringement in the public sector, “but unfortunately Galo Chiriboga only persecutes critics of the government or minor thieves.”
