IESS is being investigated over fraudulent contract
35 officials of the Social Security Institute (IESS) are being investigated by the Prosecutor’s Office, over an alleged involvement in the award of the contract entitled “Call Center” for the company Recapt, during the management of Ramiro Gonzalez as president of the Insurance Board.
The Comptroller would have detected the anomaly when auditing the contract and the Recapt company, which was responsible for creating a “comprehensive system for the management, Scheduling and interaction in health care and improvement of services provided by the IESS to its users “in the bid amount of $ 19.4 million. The amount in the contract was $ 20.8 million.
Through reverse auction on January 23, 2012, six companies submitted bids to create the comprehensive system: Samart Business, Cronix, Recapt, Solnet, Proyecing Tecsible and Emergia-Soflo. IESS Technical Committee at the meeting of February 6, 2012, empowered Recapt and Solnet.
However, the Comptroller noted similarities and coincidences between the technical bids of these two companies. Even in Recapt documents, the company in charge, had the brand “Solnet” in them.
Among other irregularities, is the fact that a support subcommittee of the IESS Technical Committee, would have ensured that Recapt did have physical and technological infrastructure for the service they offered, though the visit had not been given “in situ”.
In addition, the Comptroller disputed that in the hiring process is not considered a clause requiring the mandatory provision of licenses for the using of telephone medical care software.
