In Ecuador there are currently 260 political organizations that seek to be recognized and approved by the National Electoral Council (CNE), to participate in the next sectional elections of 2019.
According to the Code of Democracy, in addition to the application for registration, political groups must accompany the list of adherents equivalent to 1.5% of the electoral roll, which consists of 13’026,598 voters, ie 195,398 signatures on forms submitted by the CNE.
Of the 260 groups participating in the process, 24 are of a national nature and are in the phase of collecting signatures and submitting them to the CNE for subsequent verification.
Fanny Campos is the legal representative of the United Diversity Movement, who They presented 217 thousand signatures in the second week of March and states that they are waiting for the results of the verification of their adherence by the electoral body.
“They (CNE) are also recognizing all the structures on a national level, we have presented in 19 provinces and internationally that is in Europe, in Africa and Oceania.”
Campos maintains that they do not keep up with the signatures presented and therefore continue in a job in the territory. “We continue collecting more adhesions, because these days we will enter with a number of adherents in case the signatures do not work. Our proposal is to present 500 thousand signatures, “she said.
Fidel Ycaza , director of political organizations of the CNE, points out that the process of verification of signatures is a permanent service of the entity for those who promote the formation of a movement or party.
However, the Code of Democracy determines that political organizations that wish to present candidacies in the next elections (whether presidential or sectional) must be registered at least 6 months before the day of the electoral process, that is, have legal status.
“In addition to these 6 months that determines the regulations, you must consider an additional month that the National Electoral Council has to review the information,” Ycaza said .
The official also explained that if it is taken into account that the elections are held in March, “until August they should count the seven months to be registered”, and in this way the CNE culminates with the validation of the organizations.
“It may reach its legal status in November but it already participates for the following electoral processes and not for the immediate one,” he said.
However, among the 24 national political organizations there is one that, for reasons of “individualities”, postpones its recognition.
Freddy Cevallos, member of the Diversity movement, Inclusive Fight for the Radical Welfare of Ecuadorians (Free), explained that the CNE had nothing to do with its decision.
“We had a difficult season and we have some internal situations that we are solving and possibly we would not participate in 2019, we will see if we do it later,” he said.
According to the CNE, 165 parties and political movements are authorized throughout the country to participate in the 2019 elections, of which 18 are national, 47 provincial, 86, cantonal and 14 parochial.
In March, 5,670 dignities will be chosen among prefectures, mayorships, councilors and members of parochial boards, in addition to the 14 members of the Council of Citizen Participation and Social Control.
For this reason, the budget of the agency will be $ 141 million signed for the elections.
Alfarista revolution awaits forms
The members of the group hope that the CNE plenary meets to know and start the process of obtaining their legal status.
Bairon Valle, representative of this movement, hopes that this session will take place as soon as possible to continue with the respective procedure.
“Until then, we are working with teams in the territory, in all the provinces and in all the districts, in a process of organization and a process of formation so that the compañeros know how to carry out the collection of signatures”.
He indicated that they remain optimistic that their group is recognized by the electoral authority, despite the fact that in the list of the 24 organizations that are in the process of collecting signatures, there is already a so-called NationalAlfarista Mo
“I do not think that is a pretext, it seems to me that if there is an objection, it obeys other expressions, because they are not the same, how many parties have not existed in the country with one or two words that coincide ?, hopefully not so “
Last Wednesday they went to the outside of the CNE to make a sit-in and demand a response from the authorities and thus register the Alfarista Revolution movement to participate in the sectional elections of March 2019. (I)
