After one year and eight months of the earthquake on April 16, the tasks that are carried out in the provinces of Manabí and Esmeraldas that were the most affected are focused on two axes: the reconstruction of infrastructure and the reactivation of production.

After the natural disaster that left hundreds of injured and more than 600 dead people, the previous government issued the Solidarity Law to raise funds to allow the reconstruction of the affected areas, whose amount was estimated at more than $ 3,000 million. With cut to September 17, 2017, this regulation that included the increase of two percentage points in the Value Added Tax (VAT) for one year; the contribution of one day of salary for one and up to eight months, depending on the salary received in a remuneration equal to or greater than $ 1,000; the delivery of 3% of profits to companies in relation to the 2015 period, among others; has allowed the collection of $ 1,501 million. With the proceeds of the solidarity law that came into force on June 1, 2016 and added to the contribution of international organizations and the private sector, the country has managed to raise $ 2,814 million (see infographic) that will be invested along the next four years, based on a rigorous planning, as detailed on Tuesday by the Technical Secretary for Reconstruction, Carlos Bernal, to this newspaper.

“Long-term planning has been carried out for the next four years and this ensures the investment we have for the reconstruction of infrastructure, productive generation, the economic take-off of the areas that were devastated and the execution of the most basic needs of the territories, “said the Secretary of State. He added that now the reconstruction tasks are articulated with the government plan ‘A whole life’ that contemplates several social and productive programs.
