Two experts analyzed the audio between Serrano and Pólit

The investigations are progressing in the Office of the Prosecutor. Yesterday (March 6, 2018), the first audio expertise of the conversation between José Serrano, president of the Assembly, and Carlos Pólit, former fugitive former controller, was conducted. 

Two Criminalistics experts presented themselves at the General Prosecutor’s Office, in the north of Quito, five minutes before 08:00. There they made an acknowledgment of the recording, extracted the file from a CD and determined its origin.

This procedure was done in the presence of the prosecutor Fabián Salazar, in charge of the file, and Hernán Ulloa, lawyer of Pólit. Serrano was also summoned for the hearing, but neither he nor his defender appeared despite the fact that, after the release of the audio, he requested that these facts be investigated.

After concluding the procedure, which was carried out in a reserved manner, the prosecutor said that the “legal” origin of the recording was verified. “It’s not that illegal acts were done. Never the Prosecutor’s Office nor its owner, the Attorney General (Carlos) Baca sent to listen to anyone, “said Salazar.

Baca disclosed the telephone conversation last week at a press conference. The official indicated that the file was found in a social network and that police officers alerted him through a part. For the Attorney General, that talk reveals a plot between the President of the Legislature and the fugitive to forge documents against him. As part of the audio extraction expertise, the Office of the Prosecutor ordered that the conversation be transcribed and that the voices be checked. In five days the experts must submit the first reports on these procedures.

In addition, the entity cited Serrano for the second time to explain what he knows about the content of the audio. Its version is indicated for next Monday, at 08:00, in the General Prosecutor’s Office, in Quito. The day before yesterday (March 5), he was expected to give that statement, but he did not.

According to the Penal Code (article 582), when a version request is breached twice, the prosecutor may request support from the Police, so that the requested person can be transferred to the judicial offices. In this file, Prosecutor Salazar also quoted Pólit so that tomorrow (March 8) he will render a version in the Consulate of Ecuador in La Florida, United States.

However, hours later, this call was suspended because he has an arrest warrant and must answer justice for two Odebrecht cases: a possible concussion and illicit association. “I revoked the version, because Mr. Polit is fugitive and I would have to stop him,” the agent explained. When he quoted him, the researcher said it was important to listen to the former comptroller so that “from his own words, his actions and sayings, make reference to this case.”

A second expert in this case was held almost at noon in the Office of the Prosecutor. This time experts analyzed the video of the interview that Polit gave on the CNN television network. There, the former official accepted that he kept the conversation with the president of the Assembly and revealed that it was he who recorded the dialogue. In this case the experts recorded the voice of Polit to then compare it with the voice of the filtered conversation. (I)
