The General Comptroller found criminal responsibility in the transfers of $ 13.3 million to 31 accounts of individuals, from the current account that the Riobamba City Hall has with the Central Bank of Ecuador.

Through a special survey carried out between last April 1 and 16, the Comptroller analyzed the financial operations, administrative, user accounts, identity management and monitoring of electronic payment transactions through the Interbank Payment System Central.

The research indicated that four city officials, including Mayor Juan Salazar Lopez, performed a “contrary handling to the provisions in the delivery-reception act of the handover of the user ID and the code card to access the Payment System Public Sector,” thus hurting the City Hall of Riobamba, which is estimated at $ 13,308,261.

The prosecution, since last April 26 made a description of the facts, stating that it was the duty of the mayor for the “personal use and non-transferable Coordinate Card E-SP; maintain strict confidentiality of data that identifies him to access the System, do not disclose, disclose or alter the confidential information, procedures, and formats…” Given this, the Comptroller reports that the mayor did not followed the Central Bank regulations.
