Albuja calls to reform the OEA

Marco Albuja, Ambassador to the OAS, during an interview with the newspaper El Comercio about their future management in the entity mentioned that his mission will be to propose and do their utmost to reform the OAS, in order to respond to the needs of all countries that we are America.

Albuja said that since the birth of the organism it began with a deficit for the development of the peoples of America, because it only gave emphasis to political issues. ” Being as old organization, was immobilized in time, stuck, not accompanied to the social development of the continent,”cited.

Referring to the proposal of the Government to reform the OAS and the creation of a parallel body without EE.UU. neither Canada, reiterated the need for a change in the body: “If the OAS does not change and becomes a strong and modern organization, then should make way for an organization that fulfills this role”, said.

He also talked about reforms to the Inter-American system DD.HH and noted that reforms were carried out for the most part and are effective, but there are still several substantive issues that need to be resolved and that marked a path clear to the Commission. These topics are: that all countries are part of the Pact of San José; Headquarters must be in a State party of the Covenant; a code of conduct for Commissioners and rapporteurs; lift to all the rapporteurs to category of special, with proper financing, definition and confirmation of States that is a function of the CIDH to issue measures precautionary; and budget of the Commission funded by the Member States.

Finally insisted on the request of President Rafael Correa about these reforms because he believes necessary to make institutions consistent with the historical reality of the CIDH and the OAS. “Or reform the OAS and strengthens it or will die of starvation,” he stressed.
