Ministry will register foreign employees

The Single Registry of Contracts for Migrants will combat informality. Representative believes that the measure should also target Ecuadorians. It is expected that a ministerial agreement will be issued today that will lead to the creation of the Single Registry of Contracts for Migrants. 

The announcement was made days ago by the Minister of Labor, Raúl Ledesma, and in an interview with the public media explained that this initiative will regularize the informal work of foreigners residing in the country, especially Venezuela, Colombia, Cuba and Peru. “Faced with this reality, we cannot allow them to be precarious or to be paid less than Ecuadorians.

They have equal rights and we will defend them through a simplified registration system that will be a simple system to register migrants, “he explained. He also reported that foreign workers will be identified with a card “so that it is known that they receive the same payment and the same rights as Ecuadorians”, especially in the service sector (restaurants, bars) where the largest number of foreign workers.

Still waiting for the official pronouncement of the measure, Rafael Nodarse, president of the Association of Cuban Residents in Ecuador, considers it a necessary option to regularize the work of people in his community and the others who reside in the country.

“In this and in many countries they are paid fees that they cannot even send to their land; they also do not have access to social security and private insurance is very expensive, “said Nodarse.

About the card, he recalled that in 2004 a similar system was applied and that it helped to have a census of the foreigners who worked in the country.

On the other hand, Daniel Regalado, president of the Venezuelan Civil Association in Ecuador, does not agree with the announcement. He said that both Ecuadorians and foreigners work under informal contracts, so the registration has to apply to both cases. From his experience, he said that most of the large private companies comply with labor legislation, but “the problem is in restaurants, night spots, coffee shops, where the thickness of the workforce is.”

In his opinion, the inspections of the control authorities have been scarce and should be intensified. He is disturbed by the use of the card as it considers it discriminatory and unnecessary, since the identity documents “are sufficient”. (I)
