The Anticorruption Comision, headed by the jurist Julio César Trujillo, has denounced to the General State´s Fiscal, Galo Chiriboga, that the land where the construction of the Pacific´s Refinery started, located in El Aromo sector, near Manta, was aquired in 6.7 million dollars, on december 2009, when the propety value was 121.275 dollars.

The Comision asked for investigations to the enviroment Minister at that time, Marcela Aguinaga, the former mayor of Montecristi, Washington Arteaga; the president of the Pacific´s Refinery Directory at that time, Contralmirante Luis Jaramillo, and the former manager of the Refinery, Carlos Proaño.

Civil works were made on the lands with a cost above 1.200 million dollars. The brasilian construction company Norberto Odebrecht has two contracts for 500 million dollars. The refinery´s construction is now paralized.
