The review, which was born out of cooperation between the National Government and the United Nations (UN), will be crystallized by four specialized companies from the United States, Great Britain and Spain.

In addition, the technical characteristics of the works and their corrective actions will be evaluated, if necessary. The idea according to Roldán is to verify if they have overpricing or signs of corruption. From there, he warned, legal actions or administrative sanctions will be derived.
He recalled that of the five projects, four are underway, because the Esmeraldas Refinery did not have an offer that would allow it to be hired. He affirmed that the maximum in two weeks will be resubmitted.
