The Constitutional Court approved a draft constitutional amendment so that the requirements of “notorious probity, experience, training or justified education” can be included.

The Plenary Session of the Assembly, minutes before the reinstatement of the impeachment trial of former President Guillermo Lasso, this November 29, 2023.
The Constitutional Court gave way, on November 1, 2023, to a constitutional amendment project proposed by assembly member Sofía Sánchez (formerly Pachakutik, now Gente Buena), to expand the requirements to be an assembly member.
Sánchez raised this proposal in the previous Assembly, which was dissolved with the death cross, in December 2021. The initiative seeks to change article 119 of the Constitution, so that the requirements to be an assembly member include:
“Be of legal age and prove more than known probity, experience, training or justified training.”
The proposal also includes another text, which says: “To comply with what is established in the previous paragraph, the law will establish the verification mechanism, within which affirmative actions will be taken into account.”
The proposed constitutional amendment to change the requirements for assembly members has already been sent back to the Assembly, which must process it in two debates at least one year apart.
