Ecuadorian Police Leave Administrative Tasks
The Executive Order 632, issued on January 17, provides that the legal, judicial and extrajudicial representation of the National Police, and also its reorganization, must be entirely assumed by the Ministry of Interior.
The first changes will be on the personnel management: no police officer may be assigned to administrative areas of the institution. Through the Executive Order, President Rafael Correa, ordered that the line staff is the only one in charge of operational tasks.
According to the institution’s Organic Law police is called to maintain peace, order and public security, prevent crime; participate in the investigation of common offenses using the means authorized by law in order to ensure a peaceful coexistence, and cooperate with the administration of justice.
The Ministry must replace the administrative police staff with civilians, to be ruled by the Public Service Law.
In addition, all movable and immovable property owned by the Police; economic obligations and loans that police had, become responsibility of the Ministry of Interior.
Executive Decree
The Ministry of Interior has a maximum period of 90 days to provide the necessary administrative actions in order to reorganize the police. If necessary, a process of position suspension could be applied.
