IACHR faces possible changes and reforms that would weaken its functions
After the Inter-American Commission on Human Rights (IACHR) approved amendments to its regulations, which now became part of the resolutions drafts that was discussed last Tuesday, the Permanent Council of the Organization of American States (OAS), the core of the debate, now focuses on the financing of the entity.
The document, which could become a final decision when its analyzed in the Extraordinary Assembly scheduled soon in Washington (United States), includes two issues of concern to many states, it suggests that there is a commitment to achieve “a full funding” system through the OAS regular budget and, while doing this, other institutions continue to make voluntary contributions and “preferably with non-specific purposes.”
Ecuador, Venezuela, Bolivia and Nicaragua, asked to withdraw these contributions, because of their dissatisfaction with the financial support of countries that are not part of the region. However, other nations such as Mexico, United States, Canada, Brazil, Argentina, Colombia, Paraguay and several Caribbean countries were satisfied.
