IESS removed the voluntary affiliation
The Ecuadorian Institute of Social Security, approved a rule that eliminates the voluntary affiliation within the country. The resolution 464, in effect since last Monday, establishes that the voluntary affiliation will be an option only for Ecuadorians living abroad. Ones that were providing volunteer members will pass to a new procedure called “compulsory affiliation without dependency relationship”.
The decision taken by the IESS directory last December of remove the age limit, medical examinations, among others, to facilitate voluntary affiliation, generated concern about the economic impact on Social Security.
This opened the door for self-employed workers, managers, professionals of free exercise and even people with catastrophic illnesses from accessing the entity services providing only the base salary and not their real incomes.
Even the President of the Republic , Rafael Correa, questioned that decision and said “for serving we can go beyond the capacity of the IESS and have actuarial deficit and a deficit in health services.”
Fernando Cordero, head of the directory, acknowledged that the resolution that relaxed requirements for affiliate volunteer had empty.
