Access to public education, at all levels, has been the presentation card of this Government. New policies and rules to access quotas, the reorganization of systems, the closure of private schools, the opening of others and the reduction of barriers were implemented.
 
One of the policies that generated the most debate took place in the university world. Since March 2014, Ecuador has a standardized system of admission to public colleges.

 

The Organic Law of Higher Education (LOES), issued in 2010, determined the existence of the National System of Leveling and Admission. Its primary tool has been the National Exam for Higher Education (ENES). Since March of this year, it merged with the Ser Bachiller program, which evaluates high school students. This test is also the filter to give students access quotas to the ‘Uni.’ The rule is the same: students must obtain a rating of 601 to 1 000 points. With this score, she/he must apply to a career. It depends on the number of quotas assigned by the university, according to the number of professors and infrastructure, and the score: those who have the highest score enter, because there is no capacity to receive all the students.

Since this year, the National Secretariat of Higher Education (Senescyt) does not centralize the quotas of the universities. From April, students will be able to postulate in the website of each university.
