Propaganda For The Referendum Will Be Developed Without Clear Rules
Democracy Code on media campaigns for referendums or constitutional amendment referendums has section of eight articles (202 to 209) about campaigns, propaganda and electoral spending limits only for candidates for national and local political organizations.
Omar Simon, president of the CNE, explains that the law provides some general rules for any type of campaign, whether it is about candidates, consultaions or revocations of mandate.
However, the clasification of who can be considered “political subjects” allowed to put their propaganda in the media, remains unclear.
“Any person who believes that the consultation supports their sector or goes against their interests could do a campaign, but that is not explicitly required by law,” says Simon.
Currently, the only registered party is the Popular Democratic Movement (MPD), whose leadership has already said it will promote the No option.
