Those who decided to start their campaign tours are still only pre-candidates. His nomination will be final after the primary elections that each party and movement must hold. That is a mandatory requirement established in the Code of Democracy.
The regulations determine three ways to choose candidates: open, closed and representative elections. The National Electoral Council (CNE) must certify the elections.
Are the primaries dead letter when there are parties that have already decided their representatives? For the CNE authorities, this is not the case. They reiterate that the requirement of the primaries must be met, otherwise the candidacies cannot be registered.

The parties and movements must see that this participation of their affiliates or adherents is free and voluntary, without directing on candidates already established, “she said.
The political organizations consulted by EXPRESO ensure that they comply with this requirement. They agree that the politicians who have presented themselves or have been designated in advance are pre-candidates.
The Coordinator of the Christian Social Party (PSC), Henry Cucalón, told EXPRESO that the national convention will be fulfilled once elections are called, that is, after November 21, to ratify the designations made. “Even, the designations that have been given have been within an internal participation”.
