State of Emergency
Rafael Correa, President of Ecuador, issued Nº 488 decree yesterday and therefore declared the state of emergency. Here are the document statements:
Article 1. The state of emergency should be declared nationally in case members of the National Police have severely disturbed or abandoned their mission as national police, therefore their duties stated in the constitution and the law. This could generate internal commotion regarding internal, citizen, guaranteed human security while being supervised by Republic Constitution and fundamental state duty.
Article 2. National and military mobilization of armed forces to guarantee national sovereignty and internal order throughout the republic.
The National Defense Minister is able to implement a contingency plan and work with the Armed Forces General Command Joint so that its troops ensure the internal, citizen and human security of Ecuador’s inhabitants, Republic Constitution supervised rights and fundamental duty of state.
Article 3. The state of emergency lasts five days after signing this executive order.The territorial scope is throughout the Republic.
Article 4. Finance Ministry will manage the necessary resources to attend the emergency.
Article 5. This should be notified to the National Assembly, Constitutional Court, American States Organization and United Nations Organization.
Article 6. The implementation of this Executive Order shall become effective from the date of issue, without damaging its publication in the Official Gazette, Ministers of Defence, Interior and Finance shall be in charge.
