State of emergency in 17 provinces by El Niño phenomenon
Wednesday President Rafael Correa ordered the state of emergency in 17 provinces, for two months, as a preventive measure against the possible arrival of El Niño.
Executive Decree 833 -subscribed in November 18- indicates that the provision takes effect from its issue and orders the immediate notification to the Assembly and the Constitutional Court.
The state of emergency shall not apply to the provinces of Tungurahua, Sucumbios, Orellana, Napo, Pastaza, Morona Santiago and Zamora Chinchipe.
The Ministry of Finance shall provide sufficient funds to deal with this natural phenomenon.
The Constitution of the Republic contemplates the power of the president to declare a state of emergency “throughout the national territory or part of it in case of aggression, international or internal armed conflict, serious internal disturbances, public calamity or a natural disaster.”
