The government of Lenin Moreno has a great challenge to overcome: to get the Legislature to support and approve the laws to fulfill his government plan.
The difficulty lies in maintaining the cohesion of the ruling bloc at a time when it faces an internal crisis due to the request of Vice President Jorge Glas to be involved in the judicial process of illicit association in the corruption plot of the Brazilian company Odebrecht.
He must also keep the government and ministers cohesive to avoid changes that delay the crystallization of the offerings he made in the election campaign. The path of the president is not easy if he seeks governance.
Constitutionalist Jorge Zavala explained that he does not believe that the Legislature opposes to governance. If that happens “the president can use resources like the referendum,” he says. (I)
