The correísta movement will not be able to register for the campaign of the consultation

The correísta group of Alianza País will not be able to participate legally in the political campaign for the popular consultation. The board formed by Gabriela Rivadeneira and Ricardo Patiño is not recognized by the National Electoral Council. To participate, the sponsorship of a national social or political organization is required.

The hiring of advertising in press, radio, television and billboards can only be managed through the electoral authority. The National Electoral Council allocates public resources for this purpose (electoral promotion fund), to distribute it among the organizations that register to support or reject the questions.

The Council will also be in charge of controlling the resources that each registered organization allocates to make the campaign. These amounts will come directly from each party or movement and its contributors.

In the coming days, the Plenary will meet to define the amounts of both the party fund and the spending limit. To participate in the electoral contest, organizations must register, from December 8 to 12, 2017.

When they do so, they must present the resolution taken by their board of directors that contains the questions and options (yes or no) for which they will campaign.

The correísta faction of AP decided to vote no on all questions, on Sunday, December 3. Criticize above all those that have to do with the indefinite re-election, restructuring of the Council of Citizen Participation and the repeal of the Law of Goodwill.

On Monday, this newspaper tried to obtain the version of Gabriela Rivadeneira, executive secretary suspended, on the way in which she plans to campaign. Her assistant indicated that she will not give interviews at the moment. At the Sunday meeting in Esmeraldas, Ricardo Patiño talked about doing workshops and training in the neighborhoods.

On the other hand, the faction related to President Lenin Moreno will be registered by the yes. Ricardo Zambrano, executive secretary in charge, is the Alianza País authority that is recognized by the National Electoral Council in agreement with the president of the institution, Nubia Villacís.

Paul Salazar said on Monday that the only ones who can register a political or social organization for the race are their legal representatives, that is, the directives officially registered with the Council.

To register, Zambrano must submit a notarized copy of the appointment as AP’s legal representative, along with the registration form. The requirements are included in the Regulation that was approved by the National Electoral Council plenary session, last week. To this is added the copy of the identity card and the resolution indicating the options and questions that will support.

Meanwhile, within the National Electoral Council, directors and national coordinators continue to prepare the details to execute the consultation. The Plenary met Monday night to appoint the directors of the provincial electoral boards.

In the morning, the electoral authority established the budget scheme, at the level of items, which was immediately sent to the Ministry of Finance for approval. The counselor Salazar indicated that, to initiate any hiring process, they must have the certification of said State Portfolio.

However, the electoral authority has only 60 days, as a legal deadline, to execute the vote. So since Friday, which approved the Operational Plan, they declared themselves in the electoral period, which implies that they will work seven days a week, 24 hours a day.

From that same day on, they began the coordination of meetings with other public entities, such as the Ministry of Labor, the Public Procurement Service, the Military Geographical Institute and the Civil Registry. Today is scheduled to meet to close the electoral register and the design of the ballots.

Salazar explained that the budget was reduced from around USD 60 million to 48 million. But he warned that this does not compromise the operation and effectiveness of the process.

As it is not a general or sectional election, said the counselor, the flow of information is less. Therefore, there will be only one ballot, which allows to reduce the facilities for the transmission of results, the centers for the processing of results, the meetings and therefore the personnel that will be required. On December 7 it is expected to make the official call to the consultation in national media.

The Executive ordered to call the consultation and referendum, because the Constitutional Court did not meet the deadlines for qualifying the proposals. The National Electoral Council,declared itself in the electoral period and on Thursday it will call a vote for Sunday, February 4. (I)
