The National Customs Service of Ecuador raised $ 26,418 in four days of fee collection

Some assemblers of motorcycles and televisions still worry about this measure, because they believe that the national production will be affected. Other associations are ready to collaborate.

Since last November 13 when the Customs Control Service Rate came into force, Customs of Ecuador collected $ 26,418 in the first four days. This measure will strengthen customs control and the fight against fraud and contraband.

The National Customs Service of Ecuador registered 742 import customs declarations and 630 foreign trade operations that have been paid by the Customs Control Service Rate so far.

However, the handling of the rate still generates questions from the different importing sectors. For example, Yolanda Hoyos, executive president of Audioelec SA, said that the measure affects them as TV assemblers, because they maintain a strong competition with foreign brands that are imported and that they maintain a low tariff in 50-inch sizes or more.

“If we take into account that this rate also applies to our assembly kits, the product manufactured in the country becomes more expensive, discouraging local assembly and increasing the disadvantage with the televisions that are imported,” he said.
However, their company has decided to lower their margin and not transfer it to buyers. This year the sales of the sector will be approximately 140,000 units.

Motorcycle assemblers also question the measurement and do not understand how these weight factors were calculated.

Oswaldo Landázuri, president of the Association of Motorcycle Assembly Companies, said the measure favors the importation of fully armed motorcycles, but not the motorcycles that are assembled in the country.
He explained that the bigger the most beneficial factor is because it is divided by a higher value to the weight.

For example, an assembly kit or CKD has a factor of 500, while a fully assembled motorcycle has a factor of 1,000. A CKD of an unarmed motorcycle would have an impact of $ 25, and until it reaches the final consumer it will be an impact of around $ 40 to $ 50. The production of assembled motorcycles is 100,000 units this year.

The Corporation of Promotion of Exports and Investments  indicates that the rate does not correspond to a service provision equivalent to the value of the rate. The control of contraband is a mandatory and permanent task of Customs and therefore its financing must be in its current budget.

Customs has already set other rates for the same purpose, such as the so-called stamp for alcoholic beverages and cigarettes. Its reason is ‘collection’ rather than ‘provision of services’.

On the other hand, Marco Carrión, president of the small and medium-sized company of Pichincha (Capeipi), met with the director of Senae and knew the objectives of the rate, in addition the doubts of the sector were clarified especially in the import of raw materials.

In addition, the Chamber undertook to collaborate with Customs to verify import costs as a basis on which a type of control can be exercised in undercutting.

Finance Minister Carlos de la Torre, in an interview on Radio Sucre, last Thursday, justified the application of the customs control rate and rejected that it be classified as a ‘disguised safeguard’.

 

Fee´s on products

A 50-inch TV, whose import price is $ 584.36, has a customs fee of $ 0.10. A bicycle, whose import declaration is $ 61.00, will pay a fee of $ 0.32.

10 cents is the value of the customs fee since November 13.

Rate for Concrete Mixer

The control unit of a concrete mixer is 15,000 grams, and the value to be paid of the rate is $ 85.33 (I)
