The oil business adds delays and doubts

Posted On 03 Mar 2017
The accounts of state oil company Petroamazonas have some figures in red. Unpaid bills owed to Schlumberger, which exceed $ 1.1 billion are added to unpaid bills owed to other companies and even recommendations of the National Audit Office that are not yet met.
In 2016 the National Audit Office presented a report on the negotiation of the Auca field with the Schlumberger oil company. The contract, signed on December 14, 2015, allowed the French company to provide “specific services” in the oil block of the Amazon. Vice President and candidate for the re-election of the Alianza PAIS party, Jorge Glas, signed the agreement that included an investment of 4.9 billion dollars and an early delivery of 1 billion by Schlumberger.
According to the National Audit Office, the contract did not contemplate several previous steps. The audit agency, for example, was unable to verify the minimum technical parameters because, according to the document to which Daily EXPRESO had access, Petroamazonas did not establish those requirements before signing the agreement.
The same thing happened in the determination of financial parameters. The agency did not find documentation to support the previous characteristics sought by Ecuador for the provision of services.
