The Samanes case: unfulfilled tenders for the military

Twenty dollars was the average price per square meter in 2010 paid by the Ministry of Environment to the Institute of Social Security of the Armed Forces (ISSFA), for the transfer of 220, 86 hectares of land of the Samanes recreation area in Guayaquil.
The then minister of Environment, Marcela Aguinaga -today Assemblywoman- had proposed Defence Ministry the purchase of these properties located within a land surface that had been declared Natural Heritage of Protected Areas.
The offer for sale of 66 lots for $ 48’220.391,81, whose amount was based on an appraisal of the state National Office of Appraisals and Land Registry (Dinac), was accepted by the eight members of the board of the ISSFA, that was chaired by former Defense Minister Javier Ponce.
The sale was completed on December 7, 2010. It was signed by Jose Noritz, Romero, director of ISSFA; and Mercy Borbor Cordova, Environment Minister in charge.
