Unfinished works at Yachay University

Five buildings abandoned since 2015 due to structural failures, and an overestimation of investments made in Yachay were the main conclusions of the visit made yesterday by President Lenin Moreno to the facilities of the state university.
Moreno toured the abandoned buildings, which would not be rehabilitated until 2019. According to Yachay’s technical manager Jorge Ponce, these were erected without access roads or utility services. To recover them, “no less than $ 50 million” is needed.
The examination was conducted by Jorge Martinez, manager of the Yachay Public Company, since August. He said that the investments in national and international companies announced in the government of Rafael Correa are not real. During the transition, it was stated that the private corporation invested $ 55 million, but “only $ 2,877,000 were invested; this means that neither the $ 284 million that were announced nor the $ 3 billion to install an electric car factory exist.”
The project was approved in 2014 with a budget of $ 1,041 million, of which $ 347 million has been disbursed (68% from state resources and 32% from a credit from China).
To the financial and infrastructure problems is added the current expenditure. The cost of staff is forecast at $ 13.5 million for 746 people, according to figures released yesterday. (I)
