Wikileaks: Irruption from Colombia’s guerrilla is due to military and political corruption in Ecuador
According to U.S. diplomatic cables from Wikileaks, indicates that multiples acts of corruption by the Ecuadorian military and police are one of the main factors that facilitated the incursion of Colombian guerrillas in Ecuador.
One message says that “the failure of resources, the corruption of Armed Forces and Police assigned to the border, the troubles with terrain and a tense relationship between Ecuador and Colombia have been difficult to thwart cross-border incursions.”
The U.S. Embassy in Quito took stock of the progress and limitations of the Ecuadorian government’s actions in the fight against drug trafficking and terrorism, according to a cable of December 21, 2009.
The document indicates that there is contradiction between the decisions of government and institutional weaknesses, coupled with the corruption of law enforcement agencies and chelae FARC regularly use Ecuadorian territory for rest, medical assistance, procurement of arms and explosives, to more than supply, training and processing of coca, and to maintain limited areas of illicit crops.
The diplomatic cable acknowledged that Ecuador has responded with efforts to destroy camps of replenishment of these irregular groups and to deal with crime and drug trafficking.
