The reduction of active personnel in the armed forces concerns retired military about a possible military affectation of incomes of the Social Security Institute of the Armed Forces (ISSFA).

Currently there is an active duty military per each retired military. But “if a staff reduction occurs, this relation is no more one to one, but 0.8,/0.9 to one. We will have problems,” said Colonel Bolivar Silva, representative of the military in passive service in the ISSFA Board of Directors, at a meeting with dozens of retired military that took place last Thursday to discuss a draft amendment to the rules of that Social Security institution.

One of the first actions implemented by the Government, within the Plan of Modernization of the Armed Forces, was to reduce the personnel admission to the military service. In April 2014, President Rafael Correa said that the projection is lower the number of  conscripts from 16000 to 10000.

As an example, according to data from the Directorate of Mobilization of Ecuador, contained in its accountability report of 2014; 20,700 people were recruited 2010 and 10,000 in 2014. 13,961 soldiers were licensed in 2010, and 4,570 last year.
