President Guillermo Lasso announces the creation of new public institutions

The President of the Republic, Guillermo Lasso, signed on the afternoon of this Monday, May 24, 2021, the decrees of the Code of Ethics and the new appointments of the ministers that make up the Executive Cabinet, his first official activity since his possession. In the Carondelet Palace, the President took the oath of his Government team.

In addition, regarding the reforms to the structuring of the Presidency and the Cabinet, the President, in the exercise of his powers, signed the official document that transforms the Sports Secretariat into the Sports Ministry, maintaining the same official registration structure of the 2018.
Along the same lines, the Head of State created the National Planning Secretariat as a public law entity dedicated to the technical body for national planning. The head of that institution will be Jairo Merchán, who will have the rank of Minister of State and will be responsible for the design, implementation and integration of the planning system at all levels at the national level.
Likewise, during the event it was reported that the recently created Secretariat for the Management and Development of Peoples and Nationalities will be in charge of Luis Alberto Pachala, who must abide by the rules established in the Code of Ethics.
These regulations were read by Fabián Pozo Neira, Legal Secretary of the Presidency, in which they establish the rules that guide the exercise of public function.
President Lasso took an oath to the new authorities of the Ministerial Cabinet so that from that moment they take office and begin their work. The ministers were previously announced through the President’s social networks.
He asked the Minister of Labor, Patricio Donoso, not to make employment precarious; He told the head of the Senescyt, Alejandro Ribadeneira, to lead a meeting with the 73 rectors of public and private universities, as well as a reform to the Higher Education Law, to the Minister of Government, César Monge; He anticipated that he will soon have the new communication law and the labor law.
