Vice Admiral (retired) Jose Noritz Romero spoke with daily Expreso on the negotiation of 220 hectares the ISSFA made with the Environment Ministry in 2010. He signed the contract as representative of the social security agency. The official recalled that the transfer cut out a mega housing project for the military, which had to be developed in 372 hectares of the area now occupied by the Samanes park.
He says they did not want to sell those lands because they had a better project in mind. “This was a project for 15,000 houses that had to be developed in 20 years, and being optimistic, at the end we could have received a profit of $ 450 million; and being pessimistic, $ 280 million.”
He explains that 7,000 housing bonds were planned for the military as compensation but that did not happen. At the extraordinary session in which the Board decided to accept the proposal of the Ministry of Environment, it was notified that the ISSFA would receive 32.5 hectares in adjacent urbanized areas. That was the commitment.
