The resignation of the Vice President of the Republic, María Alejandra Vicuña,reopens the discussion within the Assembly on whether she should continue to receive a salary for life for having held the position. She was in charge of the second magistracy for eleven months, and resigned on Tuesday after the denunciations that were filed against her over the alleged payment of tithes to her collaborators when she was serving as Assemblywoman of PAIS for Guayas.
The assembly members of all the benches showed their objections to this possibility, and recalled that in the Legislature there are already at least two projects that seek to eliminate or restrict this payment.
The salary, after the last readjustment given to the superior hierarchical last year, is 5,410 dollars. This amount is still being charged, as vice-presidents, León Roldós, Blasco Peñaherrera, Alberto Dahik, Lenín Moreno and Jorge Glas.Benefit that is contemplated by law.
Within the Legislature there are at least two projects that seek to limit this benefit. The one presented by the Assemblywoman of CREO, Ana Galarza, in which it is established that the president or vice president will lose this benefit if they are sentenced in final instance. The other is presented by Assemblyman Eliseo Azuero (BIN) and advocates for those who have left the office dishonorably who do not receive this type of benefits, and if they receive after reaching 65 years, like all retired Ecuadorian.
“I am preparing a scope of law, within the framework of what is stated in Article18 of the Civil Code, which is retroactive to the application of the rule,” said the legislator.
The assembly members of all the groups, including those of PAIS, agree that they should review this issue urgently. They consider that this benefit should be only for those leaders who have been democratically elected and who end their period without “any blemish” in the performance of their duties.
In addition, in the debate yesterday, the Social Christian Assemblymen, CREO,National Integration Bank (BIN), Pachakutik and Citizen Revolution consider that the members of the new triple that the president must send, to name the successor of María Alejandra Vicuña, They must be people who are not linked to the government party, PAIS Alliance.
Criterion that is not shared by the PAIS coordinator, Ximena Peña. She announced that today the caucus will meet to discuss the issue; However, she said that the movement will propose the head of the Legislative, Elizabeth Cabezas, to thevice presidency. In her opinion, it has to be someone from the movement thatwon the elections, which would be normal.
What profile should the vice president have?
Franco Romero, Independent
“He must meet the same requirements as a presidential candidate. Because a vicepresident is a potential president. Must be an honest person, who knows politics, social, labor and economic.
Ximena Peña, PAIS
“He must have the confidence of the president. We agree that it is a person with the ability to articulate and strengthen the effort that is being made by the entire government team in the economic field. “
Elio Peña, Pachakutik
“With everything that has happened with Glas, with Vicuña, it is clear that it should be a profile with transparency, honesty, with ethical and moral principles, and that look at the problem for more employment and improve the economy.”
JuanC. Lloret, Citizen Revolution
“Beyond the names, should prioritize the needs of the country, such as employment, economy and insecurity, should be the concept that is behind the person who sends the Executive.”
Cristina Reyes, PSC
“The president cannot go wrong and send a short list that is sprinkled with corruption of suspicion. That provides stability in all areas and is capable of generating tranquility. “
Eliseo Azuero, BIN
“We ask that it is not from Alianza PAIS, that concerted names arise with the benches, with the social organizations. You need the help of a professional who dominates the economic scenario.”
Roberto Gómez, CREO
“The profile of the candidates for the vice presidency, in the basics, the essential thing, is that of someone who cannot be imputed for any crime, this would give a 180 degree turn to the previous elections of PAIS”.
Luis F. Torres, Change Movement
“Because the great challenge of the country is the economic reactivation, whoever holds the vice presidency must be a person who knows the needs of all sectors and leads the economic reactivation Session
The Assembly knows the resignation
The president of the Assembly, Elizabeth Cabezas, once the resignation of María Alejandra Vicuña to the Vice Presidency of the Republic, called for a session today to make a decision.
When the legislature, by means of a resolution, accepts the resignation, the president of the Republic, Lenin Moreno, has free way to present the list ofcandidates to replace Vicuña.
According to the constitutional and legal norm, once the Executive presents the proposal, the Legislature has 30 days, term to pronounce itself, otherwise, by Law, it will assume the first of the list.
Supportin reactivating the economy
Although the Constitution and the law determine that the functions performed by the vicepresident will be assigned by the president of the Republic, the different legislative blocs agree on the need for whoever reaches the second magistracy should assist the president in the effort to reactivate the economy. They consider that the generation of employment, the support for production, improving the economic issue and the effort to attract resources to solve the crisis would be, according to the legislators, the functions that should be carried out by who was elected.
