Assembly will debate and possession and consumption of drugs
The draft Law on Comprehensive Prevention of Drugs and Use of Catalogued Substances under Control will be discussed at the first plenary session of the National Assembly, on the argument whether this law consents or not the possession and consumption of drugs.
Assembly members Maria Cristina Kronfle (PSC-MG), Paco Fierro (SP), Luigi García (PRE) and Raul Auquilla (CREO), disagreed with this law, so they voted against during the adoption of the report for first debate in the Commission on Justice Law.
“The whole law has to be read in context, we are not generating a specific action to say that it is allowed to cultivate, this is not the case. (The law) is in an initial process of debate, what we have said is that the new body, the Technical Secretariat, will generate a number of actions that are into line with the investigation,” said Carlos Velasco (AP), President of the Health Commission and author of the law.
Auquilla notes that this law is permissive, because paragraph 6 of Section 14 stipulates the amount of drugs permitted by one person, something that would include self-cultivation. According to Velasco, the only thing missing is that the Secretariat provides the allowable amounts.
