Celec denies request for CWE work

The Electricity Corporation of Ecuador (Celec EP) denied a request for access to public information by daily El Universo, which required the payments delivered to China International Water & Electric Corp. (CWE), responsible for building the hydroelectric plant Toachi Pilaton.
The answer is signed by Luis Ruales Corrales, Manager of Celec EP. His argument is that the documentation is too large, between 1,000 and 1,300 pages. Earlier, he had refused to deliver a summary of the data saying that public agencies are not required to conduct assessments or analysis of information they possess.
CWE appears in the Panama Papers, a leakage received by the International Consortium of Investigative Journalists (ICIJ) on activities in tax havens. Those records show that the Chinese company would have simulated a consultancy with the Swiss firm YouSee AG for $ 32.88 million, that was exempt from taxes in Ecuador.
