Riobamba fund scandal

Following the recent diversion of state resources in the Municipality of Riobamba, for $ 13.3 million, which was detected thanks to Comptroller audits in order to implement a Financial Management System (e-IFMS), several diversions were detected, which is currently being investigated.

The irregularity was detected in four public institutions: Ministries of Health ($ 3.4 million) and Environment ($ 7.3 million) and in the Carlos Andrade Marin Hospital ($ 1.5 million) and the National Agricultural Research Institute ($ 638.00).

These amounts do not include the latest computer fraud that occurred in the city of Riobamba, which exceeded $ 13.3 million, of which $ 10 million were recovered, this generated a loss for the state of nearly $ 3.3 million.

Because of these irregularities, the comptroller, Carlos Polit, asked the authorities of public institutions to use the recommendations to improve control.

While Pedro Solines, Superintendent of Banks, said that the unusual transactions made in the Ministry of Environment and City of Riobamba were linked to the Central Bank.
