Comptrollership will no longer audit the management of public institutions
The amendment approved by the Assembly to two sections of the Constitution, 211 and 212, revoked to the State General Comptroller the authority to make management audits; that is, those made to assess the fulfillment of the objectives of an institution.
In the first case, the original text of the Constitution states that the Comptroller is the body responsible of “controlling the state resources and the achievement of the objectives of the institutions of the state and legal persons of private law that manage public resources;” the amendment removes the phrase “and the achievement of the objectives of state institutions.”
In the other case, the words “administrative provisions” are removed from the following text: “To determine negligent administrative and civil responsibilities and evidence of criminal liability related to aspects and procedures subject to its control …”
