Ecuadorian Government fails to reform precautionary measures

Ecuador did not received the support at the Conference of States Parties of the American Convention on Human Rights (ACHR) for its proposal to reform the mechanism of precautionary measures of the Inter American Commission on Human Rights (IACHR).
The Ecuadorian foreign minister, Ricardo Patiño, acknowledged at the end of yesterday’s meeting in Guayaquil, where 17 (of 23) delegates of the signatories attended the meeting, only Argentina and Bolivia only their foreign ministers, they did not obtained what they have planned.
“There were discrepancies, there were no agreements, we must follow the talks into the OAS,” said Foreign Minister Patino. The government of Rafael Correa warned, at the beginning of the meeting, that it will not abide the precautionary measures system of the Convention, it will only accept the one dictated by the Court nor the ones of the signatory states to contribute financially to the entity and this suits Latin American governments of modern times.
Correa warned, “sounding names that are used as well, we will not allow it. Ecuador does not recognize the ability of the Commission to issue interim measures to states, known only in the court that capacity. It is the Court that has the capacity to dictate. We cannot accept that spew functions.”
