Independent Assemblyman Enrique Herreria, left the central of Incae Business School, in San Jose, Costa Rica, without the economist college degree of Pedro Delgado, current chairman of the Central Bank of Ecuador and representative of Trust AGD-CFN No more Impunity-Ugedep.

Herreria met Liliana Vega, head of Academic Records and Arturo Condo, its director, who never showed him the degree with which Delgado enrolled in the Master of Business Economics, the course title was given in 1993. The Assemblyman returned home empty-handed since there was no such title.

Herreria investigation led him to the National Secretary of Higher Education, Science, Technology and Innovation (Senescyt for its Spanish acronym) where his title was registered. Additionally on the website of the Central Bank (www.bce.fin.ec) is the title of Delgado did not exist, however, he appears as an economist.
