Although the bills of inheritance and capital gains were removed temporarily from the Assembly, these still concerns the construction sector, especially new companies, as reported by representatives of construction unions and sellers of building materials.

Enrique Pita, president of the Federation of Chambers of Construction, said that the activity remains with a downward trend as an immediate possibility of recovery does not exist.

The president of the Chamber of Construction Industry, Henry Yandun, said that by being both bills in limbo, these generate disincentive to the various actors: the builder, his partners, investors who buy in order to make business and the final buyers, who feel reluctance of investung and increasing their heritage, for fear of being sanctioned with the law of inheritance.

He adds that the projects that are already underway and have obtained “the breakeven point” will not stop, but those that were at startup have been paralyzed.

Yandun believes that one way to measure the drop in activity is the low in the sale of iron and cement in the market. And according to the National Institute of Cement and Concrete, sales in June fell to 488.777 tonnes, contrary to 502.055 tonnes in the same month in 2014.

Empress Vasquez, an employee of the DSL hardware store, said that there has been a decline in sales of all building materials. She estimates that the sales activity has been reduced by 20%.
