This explains the annual rental contract for 75 vans and 23 other vehicles, for $ 4.8 million, signed in December with Mareauto S.A., a company that offers this service included in the country’s procurement catalogs.
The vehicle fleet, as indicated by the head of ATM Operations, Luis Lalama, is usually withdrawn at five in the afternoon, but the contract states that it will provide service “24 hours a day, 365 days a year”. Since 2015, the ATM has allocated $ 8.5 million to the rental of 4×2 trucks, sedan vehicles, jeep, vans and trucks, in three contracts with Mareauto. Roche says that if he could also rent the 6 motorcycles and 40 scooters that were bought from the company Indumot S.A. for $ 530,000.
Investments have been made with revenues that went from $ 83 million in 2016 to $ 152 million projected in 2018, year in which $ 67 million of a balance of 2017 are included. Of the traffic fines comes about 30% of the incomes. In 2016, $ 18.5 million was raised and for 2017 it increased by 88%, that is, $ 34.9 million. It also receives $ 25 million a year from the Government and $ 4 million from the Municipality.
ATM purchases have been distributed in five areas since 2013, when it began operating after being created in 2012. These areas are: equipment, technology, infrastructure, dissemination and consultancies. For equipment, the transit entity has dedicated $ 32 million. This includes the rental of the vans and the purchase of motorcycles for the operations. Also the acquisition of devices to monitor traffic, hand held equipment with printers for citations, radios and cameras for agents and at intersections.
Technology has invested $ 10.3 million from 2013 to 2018, for purchases of product licenses, platform supports, traffic controllers, data and internet link, communication systems and audio recording, the latter contracted with the Raymond Wells company for $ 4.6 million. “Everything is contracted through the Sercop portal,” Roche emphasizes and explains that some contracts do not appear there because they are “strategic alliances” allowed by the Public Companies Law. “Strategic alliance is the Airway, the management of collection of fines, the stops of road corridors, vehicle retention center,” he says.
For infrastructure, the ATM has given $ 9 million, mainly in road signage and maintenance of traffic lights. And for advertising and image campaigns has contracted $ 6.1 million from 2013 to 2018. There are contracts like the current with the agency Publicitas for $ 2.6 million and five awards for $ 1.9 million to the publicist Luis Ocampo Chiquito, linked to a radio broadcasting company of the family of ATM Communication Director, Gabriel Arroba. “I met Lucho there (Cadenar Satellite group), because Lucho is a publicist and started with us to make a contract,” Arroba said.
Consultancies have allocated $ 3.1 million from 2013 to 2018, among them, for the selection of agents, traffic studies and transportation reorganization. These last two are in charge of the companies of César Arias and Jaime Acevedo, external consultants of the ATM.
For the institution, the composition and recording of the ATM anthem was also awarded in $ 10,000, by Gustavo Pacheco, in 2016.
