Guayaquil artist Joaquin Serrano has promoted the registration of more than 2,000 people in the Register of Artists and Cultural Managers (RUAC). Any of its members can be elected as president of the nuclei of the House of Culture. A professor of the University of the Arts (Uartes) is the first of the aspirants to preside over the CCE nucleus of Guayas (CCENG).
The Culture Act establishes a call for elections in 120 days for the organizations that receive public funds. According to the Ministry of Culture, the register democratizes the participation and allows artists to participate in assemblies and choose board members. In the last twoCCENG elections 355 members have voted.
In the rendering of accounts, the president of the Guayas nucleus, Rosa Amalia Alvarado, declined to run for re-election. “It must be emphasized that this has not been nor is it an exclusive House.” According to Alvarado, there are doubts about the autonomy of the institution.
