President Lenin Moreno sent a message yesterday, March 5, 2018: “Take a step aside,” he said without giving names, but referring to the filtered audio in which we hear José Serrano, head of the Assembly, speaking with Carlos Pólit, former fugitive comptroller.
“When the news of every day has to do with episodes of this nature, democracy is sick,” said the President. “It is our obligation to dignify politics, to endow it with ethics. We want to leave behind embarrassing moments that threaten the dignity of the entire country.”
In his capacity as president of Alianza País (AP), Moreno recalled that the Ethics Committee was asked to analyze what happened, given that there are militants of the movement involved. In the audio, the President of the Assembly is heard saying that the Attorney General, Carlos Baca, must be “lowered” from office.
Precisely, yesterday afternoon the Committee was installed and received José Serrano. When concluding, he said: “We have talked about some specific details of words, of comments that are given in that conversation with the former comptroller fugitive from justice, where there is actually an inspection investigation on which he was working and I will continue working while I am an assembly member, until the last day”.
The fundamental thing is the country’s institutions. “And here I say to all our compatriots that I’m not going to be part of a group of correístas assembly members and the bloc managed by Guillermo Lasso put in danger the democracy and the governability of President Lenin Moreno.” Serrano has until noon today, March 6, to present extra documentation to the Commission.
Earlier, Mary Verduga, president of the Committee, and the other two commissioners: José Tenesaca and Monica Vergara, were in the building analyzing the scenarios. Serrano is indicated by a possible violation of Article 8 of the Code of Ethics, which obliges the adherents to “act with absolute honesty and honesty in the decisions that must be adopted. To look after the Ethics and the general interest “. And also for a supposed serious offense, according to Article 85 of the Organic Statute, which prohibits “acts of corruption proven in the exercise of public function, in the private sphere, or in the fulfillment of tasks entrusted by Alianza País”.
In case of being sanctioned there are two options: the temporary loss of your permanent adherent rights or the expulsion of the movement, depending on the severity. And today in the Legislative Plenary will also open another front. Will discuss the relevance of Serrano and Baca appear.
According to the different groups, until yesterday there were the necessary votes. Opposition groups bet that after this procedure the Serrano Presidency can be appealed, dismissed or dismissed. And in relation to Baca, it is expected to start a political trial, according to the Social Christian Party. President Lenin Moreno affirmed last night that he is sure that decency will recover its rightful place and that, in the coming days, “we will witness changes, renouncing personal positions”
Only then, he added, “will we find institutional solutions and strengthen the democratic mechanisms for resolving differences.” “The whole country demands it! Nobody wants to wake up every day with inherited scandals, I repeat scandals inherited, that seriously affect the image of the country and our personal peace “.
Yesterday, the councilors of Quito by AP joined the voices that ask Serrano to step aside. Jorge Albán, Carlos Páez, Mario Guayasamín and Susana Castañeda demanded that he be excused from his position so that he could clarify the conversations and agreements maintained. Because they estimate that the diffusion of that audio aggravates the political situation of the country.
They consider that this recording “reveals unacceptable practices and relationships for a society that demands transparency”. The “verdeflex” movement has already applied the Code of Ethics on other occasions. He sanctioned with temporary suspension figures like Paola Pabón, Soledad Buendía, Gina Godoy, Fernando Bustamante, Ricardo Patiño, Gabriela Rivadeneira, Doris Soliz. And he has applied expulsion in cases such as Ángel Vilema, Esperanza Galván and Miguel Salvatierra. (I)
